Corrections & roadcuts for Baguio City (upper QM, dominican, crystal cave)

what do you mean by roadcut(pls delete)?
does it mean road portion does not exist?

roadcut is used only if road is not accessible due to closed gate of subdivisions, deliberate no access due to barriers, etc.
cutting a segment is not roadcut, it should be plain delete.

also, pls indicate reasons of roadcut and delete.
