what is a level, it was not mentioned in polygon standards. any link on threads that discuss levels

Do remember these excerpts from Polygon standard:
E. Rules to remember when posting polygon contribution
1. Should be in .mp file format then compressed as zip or rar file.
2. Provide name and location of polygon in post title.
3. Combine polygons in an area in one file except for water polys.
Water polys should be uploaded in one separate file for easier processing.
Tributaries if possible should be in separate polygons so we could give correct name when its available.
4. Verify with latest demo map to avoid duplication.
5. Pls provide some description on what is and where is your poly located so others will know and
avoid duplicate work.

Please only upload in mp format. That makes it way easier for us to process them.

TY for your guidance, means in GPSBabel i'll save it in Gamin MapSource.mps file (output is MPEG Media File) & compressed it as zip or rar b4 upload. I've tried opening GPSmapedit site but I'm warned of malwares, i discontinue. i'll refer to the threads. hope i can join your EB here in Manila, i'll watch for it.
