surveyed the Vancouver St in cubao and noticed its a one way route only to lantana st. Hope this helps.

I've checked it today, and you are right!
The road is there, but it's not passable with a car without killing several vendors! Probably passable on a bike though?

Please also add the two other roads I happen to find here, they are narrow and crowded, but passable! TIA
