Yup, no need for 3g to get satellite locks, although with 3g on, satellite locks will be much much faster.

Good morning sir, HTC DHD user here. Just a quick question can the Navitel application use the built in GPS in the unit with the 3G connection turned off? How's the refresh rate on your phone? Thanks!

Yes it can, even with 3G off. Cold starts can take minutes though, but once you get a lock, it's great. Refresh rates are good. Better than my Touch Pro 2.
